What is the base for the formation of LPJK?

LPJK was formed based on Law No 18, year  1999 concerning Construction Services, then the government replaced the Law with Law No. 2 year 2017 concerning Construction Services.

What are LPJK's Vision and Mission?

LPJK’s Vision and Mission are:

LJPK’s vision is to become a leading institution of international quality, trustworthy, having comparative advantages and having ability to provide excellent service in the field of construction services.

LPJK’s mission is to promote and develop reliable, qualified and professional Indonesian construction services and able to compete in the domestic and international markets through research, education and training as well as sustainable services.

What are LPJK's Services?

  1. Conducting and encouraging education and development of construction services
  2. Registering construction labor including classification, and certification of work skills and expertise
  3. Registering construction service business entity
  4. Organizing education and training in construction services
  5. Encouraging and enhancing the role of arbitration, mediation, and expert assessors in the field of construction services

What are the National LPJK Functions?

  1. Compiling and implementing the National LPJK work programs;
  2. Collecting and evaluating the work program of the Provincial LPJK;
  3. Establishing guidelines for the implementation of LPJK duties;
  4. Establishing policy of research programs and development of construction services and encouraging the implementation, especially in collaboration with Universities and Research and Development Institutions throughout Indonesia.
  5. Organizing education and training in construction services and encouraging their implementation in other educational and training institutions;
  6. Encouraging and enhancing the role of arbitration, mediation and expert appraisers in the field of construction services;
  7. Establishing standards of capability of business entities and construction service workers;
  8. Carrying out registration of large qualifying business entities and key experts;
  9. Providing equality status of certificate of expertise of foreign workers and registration of foreign business entities;
  10. Supervising the implementation of the certification system at USBU and USTK;
  11. Monitoring and evaluating the performance of USBU and USTK;
  12. Compiling models of auction documents, construction work contract models, and guidelines for binding procedures;
  13. Encouraging service providers to be able to compete in national and international markets;
  14. Organizing construction service management information systems and providing information services to service users, service providers, and the public;
  15. Organizing socialization of the application of national, regional and international standards;
  16. Compiling a report on the accountability of the implementation of the annual work program and the results of the activities of the National LPJK to the Minister of Public Works and Public Housing as the builder of construction services;
  17. Providing advice and opinions to the Minister of Public Works and Public Housing regarding the development of construction services.

What are the Functions of the Provincial LPJK?

  1. Compiling and implementing work programs of Provincial Level Institutions based on guidelines for the implementation of tasks set by the National Level Institutions.
  2. Carrying out registration for medium and small qualifying business entities and intermediate, young and skilled experts in the region.
  3. Supervising the implementation of the certification process at the Business Entity Certification Unit and the Labor Certification Unit that has obtained licenses in the region.
  4. Organize construction service management information system and providing information services to service users, service providers and the community in the region.
  5. Seeking cooperation with Universities and Research and Development Institutions in the region to conduct research programs and development of construction services.
  6. Carrying out education and training in construction services and encouraging its implementation in other educationals and training institutions in the region.
  7. Encouraging and enhancing the role of arbitration, mediation, conciliation and expert appraisers in the field of construction services in its territory.
  8. Reporting the performance of the Certification Unit in its territory to the National Level Institution periodically.
  9. Carrying out coaching to the Provincial Certification Units which do not have licenses from the National Level Institution.
  10. Compiling the report on the accountability of the implementation of the annual work program and the results of the activities of the Provincial Level Institutions to the Governor and copies to the Ministers and National Institutions.
  11. Providing advice and opinions to the Governor regarding the development of construction services.

What are the National LPJK Authorities?

  1. Establishing Licensing committees, National USBU and National USTK;
  2. Giving licenses to USBU and USTK;
  3. Providing equality status of certificate of expertise of foreign workers and registration of foreign business entities;
  4. Compiling and formulating provisions concerning professional responsibility based on the principle of expertise in accordance with the principles of science, propriety and intellectual honesty in carrying out its profession while still prioritizing the public interest;
  5. Giving sanctions the certification units that have obtained licenses from National LPJK for violations committed; and
  6. Giving sanction to construction service providers for violating on LPJK Regulations.

What are the Authorities of LPJK Province?
