Profile of Construction Services Development Board

 

Principle

The institution is based on Pancasila.

Base

The Institutions is based on:

  1. UUD 1945 (Constitution of the Republic of Indonesia 1945).
  2. Law Number 18 year 1999 concerning Construction Services and Implementation Regulations.

Aim

The institution is as a container for the organization of the role of the construction service community in carrying out the development of construction services aims to realize:

  1. Strong, reliable, highly competitive business structure and qualified construction work results
  2. Orderly implementation of construction work that guarantees equality of position between service users and service providers in rights and obligations; and
  3. To improve order and effectiveness of the role of the construction service community.

Character

National, means that of all norms and rules issued by the Institute must be able to accommodate national and regional interests equally.

Independently, it means that in the policy of developing construction services, the Institution must be able to act on the principle of developing construction services and not be influenced by anyone.

Independent,means that growing and developing the competitiveness of national construction services.

Open, means that the general public can supervise and obtain information in the field of construction services from the Institution so that there can be a variety of shortcomings and irregularities in the implementation of construction services.

Non-profit means that in carrying out its activities, it cannot be oriented to profit.

Code of Ethics

The Institutional Code of Ethics which is the basic foundation for the attitudes and behavior of the Institute.

Symbol

The Institute Symbol becomes the Institute’s spirit in carrying out its duties and functions.

  1. National Level Institutions are located in the National Capital
  2. Provincial Level Institutions are located in the Capital of the Province

Vision and Mission of the Construction Services Development Board of Indonesia

LPJK’s Vision and Mission are:

  1. LJPK’s vision is to become a leading institution of international quality, trustworthiness, having comparative advantages and ability to provide excellent service in the field of construction services.
  1. The mission of LPJK is to promote and develop reliable, qualified and professional Indonesian construction services and able to compete in the domestic and international markets through research, education and training as well as sustainable services.

Functions of Construction Service Development Board (LPJK)

1. National Level Institutions

  1. To compile and implement work programs of the National Level Institutions.
  2. To collect and to evaluate the work program of the Provincial Level Institute.
  3. To establish guidelines for the implementation of tasks of National and Provincial Level Institutions.
  4. To establish a policy of research programs and development of construction services and encourages the implementation, especially in collaboration with Universities and Research and Development Institutions throughout Indonesia.
  5. To carry out education and training in construction services and encourage its implementation in other educational and training institutions.
  6. To encourage and enhance the role of arbitration, mediation, and expert appraisers in the field of construction services.
  7. To establish standards of capability of business entities and construction service workers.
  8. To carry out registration for large qualification business entities and key experts.
  9. To provide equality status of expertise certificate for foreign workers and registration of foreign business entities;
  10. To oversee the implementation of the certification system in the Certification Unit at National and Provincial Institutions throughout Indonesia;
  11. To monitor and to evaluate the performance of the certification units.
  12. To compile a model of the auction document, the construction work contract model, and the guidelines for binding procedures.
  13. To encourage service providers to be able to compete in national and international markets.
  14. To organize construction service management information systems and to provide information services to service users, service providers and the public.
  15. To organize socialization of the application of national, regional and international standards.
  16. To compile reports on the accountability of the implementation of the annual work program and the results of the activities of the Institution to the Minister.
  17. To provide advice and opinions to the Minister regarding the development of construction services.

 

2. Provincial Level Institutions

  1. To Compile and implement work programs of Provincial Level Institutions based on guidelines for the implementation of tasks set by the National Level Institutions
  2. To carry out registration for medium and small qualification business entities and intermediate, young and skilled experts in the region.
  3. To oversee the implementation of the certification process at the Business Entity Certification Unit and the workforce that has obtained a license in its territory.
  4. To organize a construction service management information system and provide information services to service users, service providers and the community in the region.
  5. To seek cooperation with Universities and Research and Development Institutions in the region to conduct research programs and development of construction services.
  6. To carry out education and training in construction services and encourage its implementation in other educational and training institutions in the region.
  7. To encourage and to enhance the role of arbitration, mediation, conciliation and expert appraisers in the field of construction services in its territory.
  8. To report the performance of the Certification Unit in its territory to the National Level Institution periodically.
  9. To carry out guidance to the provincial certification unit that does not have a license from the National Level Institution.
  10. To compile reports on the accountability of the implementation of the annual work program and the results of the activities of the Provincial Level Institutions to the Governor and copies to the Ministers and National Institutions.
  11. To provide some advice and opinions to the Governor regarding the development of construction services.

Authority of Construction Services Development Board

  1. The Scope of Authority of National Level
    1. To establish Business Entity and National Labor Certification Units.
    2. To give license to the Business Entity Certification Units and the Labor Certification Unis;
    3. To provide equality status of expertise certificate of foreign workers and registration of foreign business entities;
    4. To compile and to formulate provisions concerning professional responsibility based on the principle of expertise in accordance with the principles of science, propriety and intellectual honesty in carrying out its profession while still prioritizing the public interest;
    5. To give sanction to the Certification Units that have obtained licenses from the Institution for violations done; and
    6. To give sanction to construction service providers for violating the provisions of the Institution.

 

  1. The Scope of Authority of Provincial Level
    1. To establish Business Entity Certification Units and Provincial Man-powers.
    2. To give sanctions to service providers for violating the provisions of the Institution in their territory.

Main duties of Construction Service Development Board

The main duties of the institution are:

  1. Conducting and encourage research and development of construction services;
  2. Organizing education and training in construction services;
  3. Registering the construction workforce, which includes classification, qualification and certification of skills and work skills;
  4. Registering construction service business entities;
  5. Encouraging and enhancing the role of arbitration, mediation, and expert assessors in the field of construction services.

Funding

  1. To carry out its duties and functions, the Institute can obtain the funds which are  the sources from:
    1. Compensation income for the services of the Institute;
    2. Contributions from members of the Institute;
    3. Support or assistance from other parties that is legal and non-binding. 
  2. In addition to the funds referred to above, the Government provides funding support for the Secretariat’s activities.
